The hotfix Q312370 is for "Universal Serial Bus 2.0 Support in Windows XP". Uninstalling it is not a good idea. USB 2.0 support is required for faster access to USB 2.0 devices. This can be anything from your printer, camera, keyboard, mouse, USB Drive, etc.
It is really not necessary to uninstall any of the Windows updates as they are usually an insignificant size. Furthermore, trying to can result in disaster as many of them are for increased security and have other pieces that depend on them.
NO,any hotfix that is on your windowsxp is there for a good reason,usually fixing something else they screwed up on or discovered someone could get into your pc,through whatever they put the patch on.
You should be keeping your pc up to date with windows updates including patches or hotfixes.
There are many,many other ways to clean up your computer to make it faster and smoother running.
Here is one very simple one,if you have anything that opens into icons,pictures etc. make them into lists by useing the changer on top,when you need to see them again open it and make them back into icons.
