If your using firefox or a different browser other then internet explorer then disk cleanup wont delete it. There is a button in firefox that will clean it up or go to C:program files/Mozzila firefox/temp internet files. And deltete everything there. Once you have done with this, click on Start--Run, type TEMP click on OK, then temp window will open just select all the files and delete also do the same by typing %TEMP%. Open the interent properties and click on Delete....Delete All and Ok. Your problem will be solved. If it is not then restart your PC in safe mode then clean the disk. Disconnect your internet connection, restart your PC. Once you have done with this, click on Start–Run, type TEMP click on OK, then temp window will open just select all the files and delete also do the same by typing %TEMP%.
