It can slow your computer down big time. Let's assume you have that (Spybot) installed. Large programs can also slow your computer down. Have you installed some new software and don't have enough memory to support it? Since you reinstalled everything, I know you have a virus checker installed right? Viruses will really slow you down because they use precious CPU memory. If you don't have virus protection, and you keep visiting the same web sites, you might keep picking up the same virus. (make sure diabling them will not cause dependency issues.) But I've got most of the services I don't use diabled and those I may need to use on Manual. I'm not going to mention spyware etc. since determining from your knowledge of computers; you probably have a spyware remover and virus scan etc. But if you don't, they slow your OS startup down big time.
