You have to go to dell.com to download the drivers for your system. My guess is that you’re missing audio, video, network and wireless. Usually when I rebuild a Dell these are the missing drivers. Good luck with this.
Here are all your drivers.

I suggest you download them on another PC and burn them to disc.
At the very least you can just install the Wireless driver so you can at least get on the net with the Laptop and download the rest of the drivers.
you need to buy Cds and download.
I suggest a pro to help.
Go here http://support.dell.com/support/index.aspx?~ck=pn and click drivers the select you pc model.
You’ll have to get on another computer to get the drivers for the ethernet card.. either wireless or wired. and once you can get the internet working you just need to start installing widows updates untill there is none left. that will get things up and going again
you should be able to get your internet, make sure it is on int BIOS when you first boot up, if not turn it on. if it still wont work then you would have to eather find a disk, or download it on another computer and transfer it over eather via USB jump drive, or external hard drive.
All you need to do is get the drivers using another computer, download all the drivers that are needed using another computer. Next you can burn them to a blank cd or copy them to a flash drive. Now just go over to your computer and install the drivers.
your local area connection problem is due to the fact that you dont have your network driver installed. you will need to download and install the drivers for your pc. there should be about 5-8 of them. 1 for both chipsets. networking, and sound. heres where you can get them.

make sure you download the right drivers for your operating system.
you need to connect modem via USB, get online that way 1st, then right click on my computer, then properties, then hardware, then device manager. Anything with a yellow ? double click and allow it to search for driver automatically. in the auto search it should find them! Good luck
