No you can not. Apart from updates are there for a security reason, needed to fix bugs and errors in Windows. Deleting them would leave your computer vulnerable. Also removing Windows software updates in the wrong order may cause the operating system to stop functioning.
Yes you can. you can remove them all. Once it is installed it is installed (make sense?) What you are seeing is a reminder to you that it was indeed updated.
