For running slow there are many causes:
Microsoft Registry Problems
RAM
De-Fragmenting
Etc.
Clean windows registry can speed up the computer.
Registry Cleaner can fix your pc errors.

download files from the web, etcetera, hence embarking all records in the registry system.
This is normal, but it is not wise to leave it untouched.

If its slow online its a network problem. What kind of router do you have? Upgrading the hardware on the local computer wouldn’t help since the internet connectivity is through your Network card. It could also be too many users accessing the same site or other people going online in your area.
