The registry cleaner has probably deleted a system file, all you need to do is restore the computer to prviout settings and files
Nice job!
Reinstall your Operating System.
Seriously though, your going to have to reinstall the OS if you nuked your registry.
Window startup problem
Use System Restore to Fix Windows XP Start-up Problem
Follow the steps below to fix your problem
Start your computer.
Press the "F8" key until you see the advanced start up options.
Use the arrow key to select the "Safe mode with a Command prompt" option and then press "Enter."
Use the arrow key to select the version of Windows XP to restore (if you have multiple versions installed) and then press "Enter."
Key in the administrator user name and password, and then press "Enter."
At the command prompt, type "%systemroot%\system32\restore\rstrui.exe" without quotation marks and press "Enter."
Click on "Restore my computer to earlier time" and then click "Next."
Select a "Restore point" to restore Windows XP to and then click "Next."
Review the selected restore point and then click on "Next." Wait for the process to complete and then restart your computer.
