But for now. All I can really tell you is you encountered some kind of virus.

If your warranty is not up take it to best buy. If it is. go to a friends and pirate a copy of your windows. Then put the disk in your drive and restart. Should reinstall windows. Your Cd-key should be on the PC somewhere.

If it does not start up. Enter your bios and change your Boot order :)
