What files under "windows" are safe to delete. I’m talking about cookies, but those temp pics, and other garbage which may take up unnecessary computer space…

I did a system restore and a lot of unwanted programs have been deleted. I know that there’s still garbage files left behind from those unwanted programs. What’s the best way to make sure that all those garbage are completely gone from my PC?

Also, my computer cannot access the internet with all of this garbage on it.
