why cant i defrag in windows xp?

Some undefraggable files are normal, but when the defragger gives up because of it, and at only 19%, I have to wonder.
Also, according to Web of Trust, http://www.perfectoptimizer.com has a poor rating. Not sure if or how that applies to the program Perfect Optimizer 5, but it’s a red flag to my mind. You might want to run an anti-virus scan on your machine.

No, some files can’t be moved… I would presume system files and such.

It simply means that during the defrag the particular files are in use. It could be by a legitimate program or by a virus. Either way, there are ways to defrag a computer while outside of windows environment. One way is using a Boot CD like Hiren boot CD. It has many utilities that run off of the CD’s OS and usually are a form of Linux for the OS that is loaded into temporary memory. I would do a thorough virus/trojan scan first however. Best of luck!
You need to run checkdisk- to fix the HD errors. Defrag will work as long as there is NO HD errors first.
The article below helps to teach you how to run checkdisk. Usually its done like this: # Click Start, and then Run.
# In Open, type cmd, and then press ENTER.
# Use one of the following procedures:
* To run Chkdsk in read-only mode, at the command prompt, type chkdsk, and then press ENTER.

EDIT: Reading Phlebob’s answer, if WoT red flags something it doesn’t just mean the program is poor, it means the entire website that contains the program is a scam. Use Auslogics or Smart Defrag, nothing else.
The built in defragmenter cannot defrag system files, files which were in use during a defrag and also if you have less than 15% free space, the defrag may not be complete. I suggest you donwload a fully automatic dferagmenter which also defrags in low free space and set the trial version to run on background mode. You can upgrade to the paid version if you like it.
