Can someone walk me through the Registry for Windows XP? My DVD Rom has no power and cannot be found.?

I recently re-formatted and reloaded XP from the boot CD. When it was finished, Windows works but doesn’t recognize the drive. It has no power and won’t open. I’ve tied cleaning off both cables into the drive multiple times with no luck. Can this be trouble shot through the registry and how do I do that? THX
