Get a new HD reload the OS and transfer all the good stuff from the smaller HD and use it as a paper weight
To defragment a hard drive using Windows Defragger, you need a minimum free space of 5gb. Sorry, there is no way you can defragment that hard drive. You’ll need a new hard drive. Nowadays, you can get 250 gb hard drives for pretty cheap prices.
try to uninstall some programs. Then defrag the drive, then you re-install the programs back.
It constantly changes because Windows Virtual Memory constantly changes and resizes itself depending on what programs your using. Bottom line is….you need to free up more space. Get rid of some programs.
1) Run disk cleanup.
2) See where your free space is being used.

3) See whether your usage is programs or data. If it’s programs, uninstall ones you don’t need right now and can reinstall, such as games where you have the CD. If it’s data, archive it to CD or other external media such as an external hard drive.
4) If you have hibernation enabled in power settings, disable it. that will free up a few hundred MB.
