If your computer seems to be unstable, you’ve done a thorough anti-virus and Anti-Spyware scan, and you’ve been unable to remove any suspected software packages through Control Panel, give System Restore a try. To roll back your computer settings to a previously saved restore point:
# Click the Start button, then select Programs / Accessories / System Tools

Here’s help with one of them, anyway.
System Volume Information is where your System Restore files are located. Therefore, the malware is in your System Restore files which are basically locked by Windows so your Avast cannot touch it, to remove the infected file. And Windows not allow a user to open System Volume Information. BUT…
The solution is easy. You simply need to delete all your old System Restore points. To do so:
go to Control panel > System > System restore > check mark "Turn off System Restore on all drives" > Apply > answer "Yes" > OK > now reboot your machine. Then turn System Restore back on again.
