ok 2 separate questions
first the cleaning is easy format or even better http://www.dban.org/
dban it {this erases it by overwriting so no later user can restore the files with success}
once machine is blank to get it back to the first day you got it involves re-installing whatever software/operating system and applications that were installed on it when you first purchased it
the first part should not be attempted before you are sure you have the software/skills to complete the second part
on the other hand most machines have
A the disks for re-installing included in the packaging
B software for creating these disks on blank cd’s prior to wiping
C a hidden partition that can be used to automatically wipe/restore the visible disk {in this case dban or any professional blanking should not be done as they will remove all visible and invisible data}

You reformat and reinstall your operating system.
This requires more than beginner knowledge to do so, however, if you would like to attempt it you will need the following:
Your operating system disc (may or may not have come with the computer. If it did not come with the computer, you can order one for around $20 from the manufacturer of your computer)
I have also found that it makes it easier to already have downloaded all of the drivers you will need onto a flash drive before reinstalling the operating system. You can download all the drivers you need by going to your manufactueres website and downloading the specific drivers for your machine.
