Talk about weird. I’ll paste my answer here, anyway (I’ll change it a little, so that it’s more applicable to you).

Hmm. That’s not good…
Luckily, Windows Vista (unless you’ve disabled it) automatically sets up System Restore Points, so that you can restore your computer to the state it was at a certain point in time. Depending on what time increment it’s set to save as( I think it’s default is daily), you may be able to restore it back to how it was that morning, or how it was a month ago. Either way, the Operating System will work. You’ll lose any documents or changes you’ve made since that restore point, but in my opinion, it’s a small price to pay.
So, to get to the restore points, you need to boot with your Windows Vista disc. If your laptop didn’t come with one, borrow one from a friend who has the same version of Vista on their computer (Home Basic, Home Premium, Professional, or Ultimate).
Insert the disc, and turn on the computer. It should load into an installer asking if you’d like to fix your Windows Partition or something. Just click through the installer, and you’ll find something about System Restore Points (sorry, I can’t remember exactly what the process was…). Choose the one dated and timed right before you corrupted the computer, and the disc will do the rest.

This solution should work if you’re running Windows 7 as well, but if you’re using Windows XP, you won’t have default System Restore Points. The easiest (for non-advanced users) solution is to restore the operating system totally. Reinstall XP with your disc.
Actually, now that I think about it, XP might be able to launch system repair from the disc. You could always try it.
The reason why the Startup Repair won’t work, just so you know, is because the Repair Wizard runs on a Windows base, and since you can’t boot into Windows, you can’t launch the Startup Repair. Running the Startup Repair off of the disc will fix this, since it doesn’t need to be booted into Windows to work.
