   For the disk, put the disk in and restart with the disk in the drive. You should get a message that pops up saying "press any key to boot from cd or dvd"

   If you haven’t done that, try it that way.

   Try this: put your vista cd and boot like if you would install Vista (which you will not do, of course!). In setup screen you have an option to repair your actual installation. This will give you either the possibility to scan and repair disk or copy Vista system files to restore/repair missing or corrupted files. If you do not have a Vista installation disk because your computer came with Vista pre-installed and all you have is a recovery CD do not use in a matter to fix your actual vista installation. this will wipe out everything.
