I agree that the Free Windows Registry Repair 2.0 is not a good program to be using. I personally don’t think you need to use a registry cleaner.
I would check your hard drive and check for infections.
The first link below is for a hard drive test program from Western Digital.
The second link is for Malwarebytes Anti-Malware.
Run both and hopefully one of them will fix up your problems.
I am not sure, but this program may not be safe. Unistall it then run this program instead, much better too.

Firstly, I would not use Free Windows Registry Repair 2.0
I would use a registry cleaner called "RegCure" which is much more reliable. Try downloading it from http://www.fastregistryfixes.com/best_registry_cleaner_tools.html
As for your PC restarting. That will be down to two possible causes. The first is that you are not authorized to clean the registry. You should make sure you are logged in as the administrator of the computer in order for it to work.
Also, you might have a virus which is preventing your PC from being able to clean out the registry. If this is the case, go to http://www.avast.com and download their free virus scanner. It will allow you to remove any of the viruses that could cause these problmes
