Just try this:
When your computer starts turing on, press F8, located at the top of your keyboard.
When a menu comes up scroll down using the arrow key and select "Use settings from last successful boot (advanced)".
Your computer should then reboot and hopefully work with the settings from a little while ago.
Get your Windows Vista Installation or Recovery CD, boot from it and do a system repair.
Virus. Try going to Microsoft’s official site. If it doesn’t go to there site then its a virus.
If you gave the model of your computer I could give more detailed instructions but basically your bios is out of date and needs to be updated. I had this issue with my laptop. The Recovery CD is a CD that has all the preinstalled software that came on the laptop.. It is a bootable disk. Basically what you do is go into the bios and change the boot sequence to boot from the CD rom and then boot from it to reformat your hard drive and get a clean install of windows and along with any software that was bundled with the computer. (After doing this any documents saved on the computer will be erased.)
