nothing to do with the other computer. something wrong with KB or mouse.
1- turn off computer, unplug power
2- unplug KB and mouse.
3- wait few minutes
4- replug KB mouse, power, turn back on.
if you can see a light flash on/off (caps lock, etc) on the keyboard when computer is booting, then it should work. if the light is there, and doesn’t work, then the BIOS maybe locking you out, in that case you have to disconnect the BIOS battery to reset it.
if there’s no keyboard light at all, try another keyboard or try a USB keyboard. if you already have a USB keyboard, try a PS/2 keyboard.
You will have to load the winxp drivers for the mouse and keyboard.
What is the make and model of the computer and keyboard and mouse?
If a computer crashes reinstalling windows is not a guaranteed fix. However, it is possible that using the same ID key on different computers could cause one of the two machines to lock up. I have a feeling you’d really aware of that if that is the case. Also, did you use a windows disk that came with a computer bundle? If you didn’t use a full version of XP and you did use a copy that came with a prepackaged computer, that may cause massive hardware/software conflicts. My advice is to take your computer to a tech or buy a new one. Sorry, computers suck.
