how can a “software-damaged” computer be booted from the CD-ROM when the first boot is set to the hard disk?

My Windows is XP Pro and the set-up can not be accessed in the normal manner because no image appears on the screen. The hardware is alright. I need to access the CD-ROM to repair the software.
