My Windows is XP Pro and the set-up can not be accessed in the normal manner because no image appears on the screen. The hardware is alright. I need to access the CD-ROM to repair the software.

when windows stars up the BIOS, press your F key to access your setup. on the advanced tab go to boot priority and then set it to cd rom, then save and exit, your computer will now restart and load from the cd.
Because the 2nd boot priority must have been set to CD-ROM. Most BIOS revs have 3 levels of boot priority, but this can also depend on your hardware. Anyway, if priority 1 fails, goto 2, if priority 2 fails, goto 3, etc…
It’s not an all-or-nothing deal; the point is to give you options.
Not when the first boot priority is set to your Hard Drive. You need to access the bios (when you boot it says "press F2 (or any other key) to enter setup") then change the boot priority to the CD Drive. Then exit the bios saving the changes and then the box should restart and you can then boot from a CD.
You have to set the First Boot Device in the BIOS. There is a key you press and hold when you first turn it on that will get you into the BIOS. I can’t tell you which one, because they are all different.
you need to change the boot order in the bios to do this when you first boot your computer before the windows loading screen appears you should get a message on the screen saying something like "press del to enter setup" but it could be another key or a combination of keys once in the bios you’ll have to look for the boot order as different makes of bios are different make sure the cd drive is set to first boot device save and exit the bios now you should be able to boot from the windows cd
