ok i reinstalled xp, cleaned the registry keys up, defraged it, did the disc clean-up, upgraded the ram from 512mb to 1gb installed and ran norton anti-virus, and theres nothing on it to slow it down. why is it running so slow on the internet and games online?is this a bad graphics card problem or what?

One of the reason they are running slow is probably you forgot to install the Display Drivers.
We really cant say anything because we dont know few technical details about your lappy, and the reason why you had to reinstall windows.
If you really want a good answer i would suggest you ask this question again with technical specs of your laptop,
do include these things:
Processor
Graphics card name (Nvidia or ati like that)
Internet connection speed
Reason for reinstall
Could be you web browser. Which one are you using?
Are there a lot of other programs open when you play games (or extra processes running without you knowing about it)?
What about the internet connection? Is it good?
It might be the graphics card. What are you using?
