1. Reboot your computer is "Safe Mode with Networking". As the computer is booting tap the "F8 key" continuously which should bring up the "Windows Advanced Options Menu". Use your arrow keys to move to "Safe Mode with Networking" and press Enter key. Read more detailed instructions here: http://www.computerhope.com/issues/chsafe.htm
2. Launch Internet Explorer. In Internet Explorer go to: Tools->Internet Options->Connections tab. Click Lan Settings button and uncheck the checkbox labeled Use a proxy server for your LAN. Click OK.
3. Download malware removal tool and scan your computer. I recommend Malwarebytes Antimalware, SUPERAntispyware and Hitman Pro.

Try doing this:
Open Internet Explorer, choose Tools menu and select Internet Options. Click on the Connections tab and then on the LAN Settings button. Uncheck the checkbox labeled Use a proxy server for your LAN under the Proxy Server section and press OK.
Then launch task manager and kill all the processes having such names: [random].exe (Typically, it’s a random combination of numbers and letters). Now download and update a reputable anti-spyware and run a full systen scan.
use a flash drive or cd boot program to start your computer, you can change boot order from bios. if you google something like boot cd or boot flash drive, if you boot off a different medium then your hard drive the virus will not start up.
