   Registry cleaners do not fix any error messages, they just get rid of broken links in your registry. You should download CCleaner, which is free of charge, to clean up your hard drive of temporary files and to clean the registry of your computer. The error code 646 means that a driver was not loaded because the system is booting into Safe Mode, so it is not a real error if you are booting into Safe Mode.

   As Arie said Registry cleaners don’t fix errors. Ccleaner & Eusing are both good products and are free.
