Yes,ccleaner is very good and it won’t harm your computer,it’s free.
Necessary? No. But then it not necessary that you ever clean your house. You could just shuffle around the dirt and climb over the trash. But it would be a mess and slow things down.
Same with a "dirt" registry. Just more junk for Windows have to have sort through before it can run. I have run computers without ever cleaning the registry and they keep working. But I have seen slowness and issues that a reg clean will resolve.
If you are concerned about harming your PC, just create a restore point before you run the cleaner. That will back up the current registry in case you need to go back to it. If you are concerned about cost, go to download.com and get ccleaner for free.
The Windows registry is a database repository for information about a computer’s configuration. The registry keep growing when you use Windows. As it does so, it attracts unnecessary information and becomes cluttered and fragmented. With the growing of the registry, it can degrade the performance of the whole system and cause many weird software problems. To keep your computer in top performance, it is recommended to periodically clean your Windows registry.
Kinda depends on how you use your computer.
If you’re constantly installing/uninstalling programs, trying to tweak your PC, or you’ve had Windows installed on it for over a year (All the Windows Updates count as installations), I would do it.
They aren’t ever necessary. But using them correctly will help speed up the performance of your PC, because basicially, the bigger the registry, that’s more for Windows to search through to do what it’s supposed to do.
However, make sure you get a good program, because if you delete the wrong registry item, Windows may crash.
Registry Mechanic looks pretty good.:

they help to keep things running smoothly. if you use one regularly it will stop you one day having a big problem.
