When you say clean install I’m guessing you mean formatting you’re hard drive
And when you format you’re drive you delete everything on it. So yes that would do the trick

Do a system restore to a point before this all happened then give your sister her own account on the computer with limited or no download capability’s that will solve this problem.
Yes doing a format and install will take care of the problem, but the real problem is still there your sister.
Yes a clean install will reformat your hard drive and clean up all the crap including your registry as it will install a new one will also amount to have a hard drive that is not fragmented. If u become fed up with reinstalling an operating system over over over and over again as if it was the normal thing to do while it is not u may consider linux or a mac do u hear mac users ALWAYS dealing with viruses malware and reinstalling Mac OS?

If you do a clean (custom) install onto your current vista drive, it will fix every issue you mentioned.
You will lose all your data though, so make sure you back up, but becareful not to copy the virus onto the new system.
It absolutely will fix everything, as you’re deleting all of your system files and personal files (That you don’t choose to back up)
