More than likely you have spyware or adware on your computer . If you do not turn off third party cookies in your setting , Your computer may be using all its resources by reporting your surfing habits back to who ever may have loaded you down with tracking cookies ,. Just because you delete cookies doesn’t necessarily mean that you have rid yourself of the problem . Most have a lengthy expiration date and hang around for up to a year . You should also look at your system processes and see what may be running and eating up resources & take the time to turn unneeded things off on your startup menu
From the Tech:
I would check your hardware first to ensure that your fans are not clogged and the system is overheating.
Do a Control+Alt+Del and check the number of processes that are running. If you have more than 35 or so you should go into
Control panel > Administrative Tools and Stop any unnecessary items you dont need running.
Check your virtual Memory by going to control Panel > System > on the Advanced tab click on performance settings > Advanced Tab again and check that your paging file is at least 2000 to 3000 remembering that each 1000 rep one gig of hard drive space.
Lastly check that your Hard Disk Drive is at least 25 to 30 % free if not clear out some stuff. And Defrag at least 3 to 4 time until it only takes 2 mins or less to complete. If you have to do it 10 times keep doing it it will organize everything.

go to your computers manufacturer website and download all drivers for it including a BIOS re-flash this should fix any disabled or dodgy drivers
try these registry cleaners they work and are 100% free and are not viruses or adware in disguise

search for and download these programs and let them scan and then select and delete all that they find

First thing I suggest everyone to do is to disable all start up programs to increase you computer performance and eliminate all running apps on the background. To do this use msconfig comand and access windows utility.

To speed up your computer and free up space and memory for free:
Go to the Start Menu> Run
Type in "appwiz.cpl"
Uninstall whatever you don’t need.
Next, go to Start> Run and type in "msconfig".
Go to the Startup Tab and uncheck everything you don’t want to startup. If you want, you can uncheck everything, and your anti-virus will still restart itself when you log on.
Now go to My Computer> Hard Drive> Documents and Settings> [USER NAME]> Local Settings> and delete everything inside the Temp Folder. (This is a hidden folder so you will need to have "show hidden files and folders" checked in Folder Options) All the files in this folder are just temporary files that your Internet stored for certain websites.
Next, you should install CCleaner, it will get rid of alot of temporary files on your computer. It also has a registry repair system, which is easily the best free one available on the Internet:

Another option is to try defragmenting your computer.
Go to the Start Menu and go to All Programs
Go to Accessories and System Tools.
Choose Disk Defragmenter and when it loads click defragment.
Next, go to Device Manger (Start> RightClick My Computer> Properties> Hardware Tab> Device Manager) and expand all listings. Now rightclick and update all drivers.
Another thing I would say is to compress your files if you already haven’t.
Open My Computer and right click on your hard drive
Check the Compress Drive button and let it do it’s thing.
Finally, make sure your Hard Drive doesn’t have any bad sectors. Go to My Computer> Right Click Hard Drive> Properties> Tools Tab> Check Now> Check both boxes and Start. It will ask you to reboot, so reboot. This will clear out any bad sectors on your Hard Drive.
These are short-term solutions however. the easiest way is to just upgrade the RAM on your system, but at least the ways above are free.
