what’s starting up is the problem is most cases and what’s running in the background you can go to msconfig and delete some of your startup programs but do you know what to delete,some times when you download a program it attaches itself to startup like adobe reader
startup when windows startup it probab ly wise to go thourgh some of these program and uncheck startup when windows start or uninstall them,another thing on toshibas and it’s on mines is intel speed step
what that does is change the speed of the cpu like one day it’s1193 ghz and the next day it’s 1064 ghz making it slow one day and speed up the next day and mines is set to automatic ,if i chose high speed my
cpu will wear out quickly,you might not have this feature,one of the biggest memory draw is security program and updates for security programs,we don’t take time to clean out the temp files for that program and others like it,my main suggestion to you is to install more ram,Http:// http://www.cruical .com will help about the max amount of ram to install

Clean windows registry means faster PC performance. The registry is one of the most valuable sections of your PC. This is where important information and directories relating to installed software, hardware, temporary files downloaded from the Internet, created documents and folders, and other minor and minor applications are stored.
Over time, you install new programs, uninstalled unimportant programs, update software’s, install new devices, download files from the web, etcetera, hence embarking all records in the registry system. This is normal, but it is not wise to leave it untouched. Once in a while, you have to check and remove files that are no longer in use to maintain the speed of your PC.

If your virus/spyware free, there are a couple things you can do get your computer working faster. If you using your computer for normal stuff and not gaming. You don’t always need more RAM you just need to perform a few maintenance task.
First, if you haven’t cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events produces a key. That key needs your PC’s resources and free space. So, if you clean your registry, you make more resources available for speed. Do a registry scan if you got more than 20 errors you should clean it.

2. Clear your Windows cache files, this is your temporary file. It can grow up to a large volume and stop your computer from using RAM properly. In a sense slow it down by preventing it from using free space.Here is how:
1. Quit Internet Explorer, Firefox, or any other web browser
2. Click Start, click "Control Panel", and then double-click "Internet Options".
3. On the General tab, click "Delete Files" under Temporary Internet Files.
4. In the Delete Files dialog box, click to select the "Delete all offline content" check box , and then click OK.
5. Click OK.
3. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or "startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"
Have you defrag-ed it? Usually after you download a lot of things, space is taken up with absolutely nothing. Defrag-ing clears it. Try to defrag it, then see if it’s any faster.
And it may be that you have too many programs on your computer. It could also be memory loss. Defrag-ing is a good thing to do.
Run MSCONFIG
Go to startup, uncheck anything you dont want to start up.
Degragment the disk
Clean your registry
(download a program like cc cleaner)
Delete any temporary files.
Make sure your hard drive is ALWAYS at least 25% empty, preferably more.

Sometimes programs run in the toolbar, you don’t know they’re running and they sometimes cause the computer to run slow. You can click "show hidden icons" and close the programs you’re not using. Empty the recycle bin daily, too. Defrag.

First, if you haven’t run Disk Cleanup and Disk Defragmenter. Both are under All Programs – Accessories – System Tools. Disk Cleanup will delete any old, un-needed temporary files and Defragmenter will help your files access a little faster.
You can also stop programs you don’t need from loading when you start Windows. Be careful doing this – it can cause some problems. Under Run/Search, type msconfig. This will bring up the System Configuration window. Go to the startup tab and look at what’s in there. Uncheck programs that you don’t need to have running right away. Good ones to uncheck tend to be from programs you’ve installed but don’t need to have running constantly. (PowerDVD? probably not needed. Antivirus? Definetly needed) Once that’s done, you’ll have to reboot your computer for it to take effect. Try removing just a couple startup options at a time, so you can see if one is causing problems.

Let’s see here. You could dump the Windows for Ubuntu, or maybe the RAM or something is defective but that’s rare. Or maybe your Vista is bloated with unnecessary program that are running on start up. Well that’s my answer to the problem.
