The reason the computer gets slow is due to the registry files becoming corrupted, or messed up, in simple terms. Well the best thing to do is buy a new computer or spend money to upgrade the processor speed or RAM of your current computer. If you canβt afford to do that then you must fully optimize the speed of your current computer. The best way to do this is use a program to help. Well, this could be a LOT of things. First thing, run a chkdsk on your boot drive to see if it contains errors. DO NOT use chkdsk /f yet! You’re just LOOKING! Ok, file that away…
I’m also ASSUMING that you have tried a System Restore from Safe Mode and picked a date in the past when the PC was working OK. If not, just go to the Help and type in System Restore and it will walk you through it. You may lose some recent settings, but not any data files.
It MIGHT be hardware, but making the HUGE assumption that it is running "OK" in Safe Mode, I’ll jump right over to a software issues. And you mention downloading things from the internet, so right off the top of my head, I’m GUESSING you might have a malware infection.
If you can’t get to the Internet in Safe Mode (Have you tried Safe Mode with Networking Support?), then your BEST bet is to find a friend with a working computer (I’m guessing that’s how you sent this question since you state you can’t get online) and use that to download my personal current favourite anti-malware tool MalwareBytes. It’s free, and I have used it to remove trojans pricey pay-for software could not touch. It may not get everything, but it will probably get you about halfway there, and hopefully on the Internet where you can get some help with your computer at any number of sites. Now, with that HUGE ASSUMPTION aside, there is another software issue. It could be some Windows file or drive has been damaged. Here is where the real fun starts π Assuming that you have the ability to burn a CD/DVD or use USB and have a USB drive, BACK UP ALL YOUR IMPORTANT FILES BEFORE YOU TRY TO REPAIR WINDOWS!!!! If you CAN NOT do that, then it is probably better for you to take your computer to a repair place and have them back up your files and try to fix it. I’m not saying that you lack the skills to fix it or anything, but i have NO IDEA of your skill level or what hardware/software utilities you have at your disposal.
As to WHERE to take it? Well, try to find someone that is locally recommended. If all else fails, I do personally know some Geek Squad people who work in Best Buy who are actually quite competent, so ignore the 90% of people who tell you otherwise as they are not ALL idiots. BE SURE to pay the extra for the backup!
Other than those things for starters, your question is pretty vague. And in reality if you called me professionally for help, I would have you bring the computer to me, but I can’t do that anymore, else I’d just give you my phone number and go from there π
I could go on for pages, but a scattershot approach is never a good idea. If you want to try some things and post back, I can check this thread back and post more help (I think). I’m new to this whole Yahoo Answers thing, but I’ve been working with computers for 25 years or so…

That is usually an indication that it is not happy with something that is loading in normal mode.
If you can get into normal mode try using start, run, msconfig.
In there you can disable what runs at startup, turn of as much as you can and see if that helps.
If it does then carefully re-add the disabled items until you find the one/s that is causing the problem.
