Hi this is what you need to do –
1. Click Start > My Computer > View System Information > System Restore and turn off System Restore by checking the box that says "turn off System Restore on all drives".
2. Download install and run AVG free anti-virus from http://www.grisoft.com (totally free) (***download to disk from another pc and use that disk in virussed pc if you cannot connect to internet***)
3. Download, install and run AVG free anti-spyware from http://www.ewido.com (also totally free)
4. After removing any viruses/ spyware that the above find, switch System Restore back on by repeating step 1 and unchecking the box.
5. Reset your pc to how it was before you got the viruses by going to Start > All Programs > Accessories > System Tools > System Restore.
These steps will remove viruses totally from your system without them to be able to be restored and then will put your pc back to a time when your pc was running normally. Keep the anti-virus and anti-spyware up to date with the free updates, they will tell you when there is a new one with a bubble next to your task bar. Then your pc should hopefully be fine again, let me know?
First do a virus scan etc, then reboot computer and try System Restore to before the problem started. Let me know if this works.
Reinstall windows then get the common sence needed not to get a virus in the first place.
Cause once you get a virus you can NEVER be sure its gone NO MATTER WHAT you do.

They are giving Glary Utilites, a professional system maintenance tool, for free today. Download and then install it. After that, run it’s features like Disk Cleaner, Registry Cleaner, Issues Fixer etc. They will remove all junk from your computer, and will most probably correct system errors.
