The best way to speed up a computer is to add ram to it. You can buy a gig of ram for only about 70 bucks and it really makes it faster.
Norton is part of your prob, remove it with this : http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039
Them come back
Click Start> All Programs> Accessories> System Tools> Disk Defragmenter
Run Disk Defragmenter at least once per week, and it will help to keep your computer running smooth.
You may want to Reformat your hard disk and re-install windows about once per year. That will keep your computer at optimum performance.
It’s possible that your computer may have so many background programs running that there is not enough main memory to run your main programs. All icons in your computer’s system tray are background programs using memory.
To see and remove all running background programs:
a. Press the Ctrl + Alt + Delete keys at the same time.
b. Click any program or task except Explorer or Systray,
c. and then click End Task.
Repeat steps b and c to quit all programs except Explorer and Systray which are necessary components of Microsoft Windows.
You should now have a clean system. If you don’t want any background programs starting when you boot, use the Start/Search function to find the program and either configure it not to run, remove it from Programs/Startup, or delete it from your system.
too many programs running simultaneously could be the problem, you can find ways to rectify the problem on the link below

have you ran your defragmenter
Would really help to know about the computer itself….Brand..processor…amount of memory etc.
Yes, Windows has a "feature" that makes it slow down over time. Of course, the more bolt-ons you have to hold Windows together to stop it being ripped to shred by children writing viruses, the slower it gets!
The quick fix is to re-install Windows. You’ll get the speed back no problem, and will be up and running again in about an hour.
Need specifics. What are you doing and how long does it take?
Its quite obvious that your problem is mostly due to your attempt to remove spyware. You have installed a bunch of free software on your computer and antispyware such as Norton. This only cause a huge amount of registry keys to be added to your system that then create conflicts and errors. You should scan your PC for system for registry errors with a good registry cleaner. If its 3 years old and you haven’t done this. Your computer should be slow. Here is a link to speed tips

If that doesn’t help use XP Repair PRo
