It does sound strange that the AV programs you have run have not found anything of note.
As you are able to access the system I would first save ALL your DATA to a safe place (another drive/partition or external storage media) then re install the OS do a restore to factory which will replace all of the boot and the OS
run CHKDSK.
I think that ur copy of windows is not genuine .. download windows 7 loader and give it a shot
TRY THESE STEPS.
First of off try a system restore in NORMAL mode. If it fails try a restore in SAFE mode.: This can wipe any infections out and restore your PC back to normal. if you are successful update all your secuirty and scan everything using things like AVG, malware bytes, defender remembering to disable all the other security during the scan.
if these fail put your CD in and enter the setup. repair your operating system as explorer.exe may be corrupted. once the repair is done you should have everything running fine e.g. explorer.exe so a normal bnackground, control panel shoud open etc… . then update all your security + scan, install auto updates etc and purchase 3rd party securty tools OF CNET (safe site) to quickly scan then just get rid of them.
