If you are running XP Pro and have the disk, you can do a “Repair Installation.” It will save all your data and replace the necessary operating files that you inadvertently deleted.
Set your BIOS to boot from your optical drive, insert your Disc and reboot your computer. It will boot from the installation disk, just follow the instructions until you are ask what sort of installation you want.
Choose “Repair Installation” and your problems will all be solved when the installation finishes.
I don’t know if this feature is available on XP Home, but you can check.
try to use last known good menu option while windows is rebooting, you can get there by pressing F8 before GUI shows up
Re install windows
Sounds like you have a virus pal. You’ve got limited choices here i’d say either take it in and have a professional work it out or if you can get AVG 8.** and try and fish the virus out.
** there is a free and a premium version and worked out the same problem for me a few months ago
It’s probably disabled registry entries.

Make sure your computer has 15% of free space, so that you can defragment. You could also try rebooting your hard drive. to do so, when starting up your computer, press F12. select hard drive with the arrow keys and press enter. You may have to reinstall windows with the startup disk. If you are desparate, i could send you a disk with programs and information that would help and might fix your problem.
