Registry cleaners are generally not the way to delete programs/files. There is a free program called "crap cleaner" that will delete registry entries, but also do some cleanup. However, file cleanup is something an expert should do, especially if you have very valuable files and very private information.
If the security of your computer is important to you, then I recommend you NOT have a Windows operating system as Windows is insecure, buggy software that is hacked thousands of times per day. Instead, get a good open source operating system that is much more secure that is free of the 114,000 plus virii that infect Microsoft exclusively. One such is http://www.mintlinux.com and it is free.
No, registry cleaners do not delete programs just because you do not use them often. Cleaners have different setting that allow you to choose what they look for and, once found, you have the option to delete or keep the file(s). Usually, the cleaner is used to look for junk files, such as leftover pieces of programs you have already deleted, temp. files, bak files, stuff like that. They are not designed to be used to delete whole programs. As for the best, dunno, but I have System Mechanic and I like it very much. Also, the cleaner doesn’t care about your taxes!! It does not look at the data in the file, it looks at the file extension and whether it is still needed by any programs.
