Clean Registry and Optimize PC
There are many things you can do without a program. You can defrag, go to control panel and remove un needed programs (I think leaving your hard drives half empty works well so you have plenty of virtual memory), run full scans with your anti-virus software, and check for sector errors on the hard drive surface (this takes a lot of time though). also go to RUN type "msconfig" and go to the "startup" tab, uncheck anything you dont need to come up when you turn the computer on. Everything checked is running computer resources.

Spybot Search and Destroy works well. It can be downloaded free. Just check that the version is right for your system.
Sometimes when you search "download free" you’ll get something that lets you download the software but won’t let you do more than that without paying. In other words, you get the software but no scanning of your system. If you’re searching pay particular attention to whether you’ll be able to actually use (free) any anti-virus software you download for free.

This will clean up a bunch of crap that slows computers down.
Use the free version
If you are referring to drive maintenance, as in diskcleanup and fragmentation, i’d recommend CCleaner and Diskeeper (the latter is paid though) for efficient drive maintenance.
As for malware, AVG is ideal for virus protection and Spybot,Adaware.
