If I am understanding you correctly you have a 10gb partition on a drive that has your old install of windows on it. If that is the case then yes, by all means format it, it no longer is usable with your new hardware that you upgraded to.

if you want to install windows again, you can just remove the old installation.

before you delete it, try and see if you can recover anything important from the old installation of windows, if not… feel free to delete it
