I had the very same problem I posted a question on this site about winfixer, really big problem with it..I was put onto xoftspy but it still did not fix this problem, I did a lot of searching around, in the end I installed Spyware Doctor, and It fixed it straight away, I have had no Winfixer pop up. and no pop ups whatsover… I have three antivirus installed but found Spyware Doctor to be doing a great job…I have two teenage children accessing the internet frequently , need good antivirus with all the different sites they visit…computer is running perfectly now…
Pop up blocker on internet tools does not fix this problem with winfixer and a lot of other pop ups…
Norton Antivirus pop up blocker did not fix it either

Click on Tools, then Internet Options, then the Privacy tab. There should be a spot there for Pop-Up Blocker. Go into settings and set up the blocker for what you want. I put mine on high to block them. Usually if you are using a site that you need to see another window in, there is a yellow-bar that pops up at the top of the window where you can temporarily allow or allow from that site.
you need to run spybot in safe mode with system restore off, if that doesn’t get rid of it, you have to manually remove it, the instructions are here

I would suggest deleting all of your other spyware scanners and blockers and get eTrust EZ firewall. It works for me and blocks nearly every pop up.
Adaware And Spybot cannot remove Winfixer compleatly. You need to use a special removal tool called VundoFix. Infomation is here:
