Have you cleared out prefetch? Also, look for a registry cleaner online and use that – old computers have unnecessarily large registries from all the stuff that’s been installed and uninstalled – especially on Win XP.
You could try running CheckDisk – Error-checking.

edit: honestly, the best thing to do would be to check his hardware specs and see if he can run windows 7. it doesn’t take much more than xp if i remember correctly. Back up his files and what-not then install either xp or 7. would bring things back to factory settings with not crap on the computer. would definitely speed it up. all he would lose are settings
