Step 1
Start with a Security Check:

yeah it seems like a virus but u cant remove it cuz it went into the system files. try format ur computer, i think restoring it wont help cuz the virus is already in the system files ..

Not sure what the issue is, but to speed up your computer, more RAM is always best. Depending on your model, you can max i out to 2GB or 4 GB or RAM.
You may have a virus. First, do an online scan by going to this site:
http://www.kaspersky.com/virusscanner
That will give you the bot you need to clear out any viscous malware. Second, you can get free antivirus protection from one of these sites:
http://www.avg.com/jp-en/homepage
http://www.microsoft.com/Security_Essentials/
AVG is better for a broader range of operating systems while Microsoft is better for only Windows.
If nothing works after you followed all the suggested solutions from here. I would do the following:
1. Run anti virus and anti spam.
2. Back up all your files.
3. Check to make sure you have enough memory higher ram can make a big difference.
4. Check to make sure your hard drive is functioning properly. If the hard drive has a clicking noise then it’s time to replace it.
5. Check your CPU fan (if any). Use a can of compressed air from walmart or any stores. clean it thoroughly.
6. Wipe your hard drive clean and re install your Operating system and other programs. After installing (if you don’t have an anti virus) Google avast. They have a nice free version that will update it automatically on daily basis.
7. Remember, don’t install any programs that you don’t understand. Get away from Limewire.
8. Reduce your "start up" programs.
