You could try hitting f5 or f8 ( might differ as depends on machine ) to bring up screen that shows safe mode etd, you would want last known configuration that worked. Or you could try the complex solution provided in the link below. If you are able to get onto desktop by using last known, backup files you want to keep before attempting the 2nd option. The only other way to resolve this is by doing a repair/clean installation of windows.
I generally reinstall windows when it gets to that point. Its not the most repairable operating system.
