u can try for system mechanic ,it not only cleans the registry, but it also use to keep the system with optimum performance,if it not works then u can try for various other registry cleaner which is available free in the web

I have the feeling yat you are infected with a virus called windows
antivirus 2008. It is a nasty one. I have here a website, that might help you to get rid of it.

Try it and then do a virus scan in safe mode. I hope that you still can go to safe mode. Also you should do an anti spyware scan.

Its Best To Re-install Your Whole System, If you use recovery, it wouldnt do much, save your files, just the viruses are still in there, soo Re-install
Your system corruption seems to have progressed too far. Reinstallation is your only course.
If you have a windows installation disc (not a manufacturer recovery set), you could try repairing your system first, but I’m not optimistic.
What I would recommend is logging into the admin account (when you are at the welcome screen press ctrl+alt+del+del (yes the delete is twice) and then sign in as administrator with a blank password.
You can then remove your existing account and create a new one. This will not remove any of your programs (but I would suggest backing up things like pictures and music) and then the new account should be OK.
If it is not OK after creating a new account then you would have to format the drive.
