You can correct this problem in 2 ways without losing your programs and data.
Do NOT reformat and reinstall as you will lose all your current programs and data.
In general you want to do a repair install and NOT use the repair console.
Detailed instructions for a repair install are here http://michaelstevenstech.com/XPrepairinstall.htm He also describes how to create an XP disk with the service pack included easily. He also deals with a missing administrator password. By they way, if no one assigned a password to the administrator account, you can use user name – administrator and password – leave it blank.

If youre lucky-
Firstly-try holding down F8 while the computer starts -when the menu comes up choose "command prompt only"…then @ the command prompt type(I think you can do this without admin login)
Type:
chkdsk C:/r
This will take awhile….
Sometimes it’s a minor error and this recovers and repairs the file.
If that doesn’t work…
Download the file from the below link,burn it on to a cd as an ISO image (bootable cd) and use that to reset the password..
Either way-you could always hook your hard drive up to another machine and repair the hive that way(very complicated) or…simply use that machine to move your important files to a USB drive. Good Luck
you may be able to run the system from the windows disk. older system would do that. not sure with newer ones. other option is to buy a new drive, have a tech clone old to new. and they can do folders or files.
When you boot your computer and get a message that Windows cannot load because the file Windows\ System32\ Config\ Software cannot be loaded, your Registry is corrupt. This message is telling you that the Registry file name is Software. If the message was Windows\ System32\ Config\ System then the file name would be System. There are a few other Registry files that Windows could complain about, like SAM, Security, or NTuser.dat.
Now that you know how to tell which file needs to be repaired, let’s cover how to make the repair.
Repairing Windows is the same as installing Windows, except for one important difference – it doesn’t touch the registry. And the hive is part of the registry. Unless you have a backup of the registry files, about the only thing you can do is reinstall Windows. (Boot with a BartPE or Linux CD to save your files to a flash drive first.)
Edit:
Yes – boot with a Linux disk, and have an external drive connected to the computer. Copy all the important files to the external drive. Then boot with the Windows disk and reinstall Windows. Then reinstall your programs and restore the files you backed up.
Log into safe mode
Control panel and change the password for your account
or use the third party password recovery software to help you!
