When I restart my computer I keep getting a black screen with the message
Windows failed to start. A recent hardware or software change might be the cause. If
windows files have been damaged or configured incorrectly, startup repair can help
diagnose and fix the problem. If power was interrupted during startup. Choose start
windows normally
Launch startup repair
Start windows normally
When I choose either one it goes back to this same screen asking it again. I also tried
using the reinstalling dvd windows vista home basic 32bit
When I press f 8 it gives me a list of options on advanced boot options
I,ve tried repair your computer and safe mode and it still does the same thing.

See if this article helps with your issue with Windows Vista ( code name trainwreck OS) http://maximumpcguides.com/windows-vista/repair-windows-vista/
you need to boot from the Vista installation disc and when you see a box with "install now" written in big letters, look at the bottom left corner – you should see "repair my computer" or something like that. Click there and then click on the first choice on the list that appears and go on from there. Windows should fix the problem automatically.
If nothing else works, maybe something inside your computer is damaged (eg. faulty hard disk or corrupted files on hard disk, or computer virus or other problem)…
