There are many programs that call themselves "windows registry cleaner" as a generic description. If that is the actual name of the program I would be suspicious that it is really malware or crummy software. There are very few programs available to "clean" the registry that work reliably.
And Microsoft has never made a registry cleaner at all, so any program with that logo is from a disreputable company. The website might have the Windows logo for advertising, but that doesn’t mean the site is reliable !
I use CCleaner, they have a free version at http://www.piriform.com/ccleaner
Click the DOWNLOAD button, you go to another page where you scroll to the bottom and look for "builds" – click that link to get to the free versions.

I use the Portable Version, others use the Slim Version (because it has no toolbar added in).
What is great about CCleaner is you select what you want it to scan for, and after the scan it gives you a list of what it finds. Then you decide if you want to delete or change your selection and scan again. So you always have control.
Piriform also makes programs like Defraggler and Recuva.

Windows does not have a registry cleaner. You don’t need one either. They are a gimmick.
Microsoft did make a registry cleaner. It was called RegClean and it was taken off all their download sites just after Windows XP was released. You can still find copies of it at http://majorgeeks.com/Microsoft_RegClean_d458.html but it is not recommended for use on XP or later.
The Microsoft logo is is just an image and lots of unscrupulous people use it. Unless the site URL you get it from is microsoft.com or a trusted download site then treat it as NOT a genuine MS download.
The value of registry cleaners seems to be overrated, but may be useful for that final "tweaking" or when everything else has failed. Most can only find malformed entries, usually a couple of dozen out of thousands of entries in the registry, and none can actually repair it. There are few objective tests and the conclusions of those, like those for defraggers, seem to range from "snake oil" to "at least they don’t do much harm".
