Your computer is infected with the Trojan Vundo. Pop-up blockers will not stop Winfixer popups. To remove Vundo you need the free VundoFix tool. Follow this link and download the tool then follow the instructions on the web page.
Go to pop-up-block.com
Try installing the google toolbar. If it’s a popup and you could disable it there.
OK i also got that problem and i went to Control Panel/Internet Options/Privacy now click on the Site icon you should see Address of wedsites type Winfixer it should appear it self now click Block. thats it I tried it and it works it wont pop up anymore.
