I’m not sure what maintentance you run, but ensure this is part of your routine:
Defrag your hard drive. This will greatly increase the speed and reliability of your operating system. Try Diskeeper 2009, its great and autiomatice so you never have to worry about it again. You can download 30-day trial-ware at http://www.diskeeper.com
Clean your registry. Your registry holds all the information regarding updates, installs, uninstalls etc. so this needs to be cleaned. This will optimize and remove redundant or unwanted items.
Delete any unused or unnecessary programs and files. These may be taking up space, memory and resources, thus slowing your computer. Also delete your cashe/ temp files, empty your recycle bin, clear your internet browsing history, etc.
How long since you defragged? Get rid of unwanted programs, run diskcleanup and defrag using a good program like Diskeeper. If your drive is severely fragmented or has less than 15% free space, just set it to automatic mode, it will defrag in the background without any conflict.

Below can help you speed up your pc:
I. De-Fragmenting
1. Right click of C Disk.
2. Click properties.
3. Click tools tab.
4. Click "Defragment now".
5. Click Defragment.
II. You can search which process full use you cpu, and end the process.
Under steps:
1. Right click on the TaskBar.
2. Click the Task Manager.
3. Click the processes tab.
4. Double click the CPU.
5. Fnd if the "System Idle Process" is max.
6. If not right click and click end process.
III. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or "startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"

probable cause for slow internet connection
1. too much system usage. huge programs that are installed or running on your computer that is way too large for your processor to handle. example: video editting programs, certain computer games, computer applications, etc.
2. history. temporary files, cache files and cookies. try deleting them..
> start menu
> run
> type %temp% enter
> delete as many files as you can in that folder.. (those are temporary files that has been stored in your computer over time)
there might be an error in the process of deleting those files. just dont delete the files that cannot be deleted.
> on the run program again, type: prefetch
> delete all files under prefetch
> empty recycle bin after
in your browser
> go to tools
> internet options
> clear cookies, cache files and history
> apply then ok
3. service provider.
you might want to consider also upgrading to a faster package. it depends on your internet service provider.
ooooo i love this one. Go and clean out you history. find internet options in the Control panels then got to all programs. click Accessories then go to system tools and select dick clean up. next repeat he 2 step but chose disc fragment. and it will run much better. you could also download spy wear teminater and run that to see if you have anything their. dont except goog tool bar or the other thing

I don’t think the problem is all your computer. I don’t know what you use for a connection but i would complain to your internet provider. Maybe an upgrade to the service would help.

The very best thing is to save everything you need on that computer and reinstall windows again. No program in the world can make your computer faster then installing windows again. Yes its a drastic measure but it works the best. Remember to save all the files you need/want to a cd,dvd or another hard drive before doing this or you will loose all your files for good.
