The biggest slowdown for machines that i have encountered is too much autostart stuff installed. look in the system tray to start(icons beside the clock) if there is a lot icons there chech them to see if you really need the stuff installed and uninstall what you do not need.
spyware is another major slowdown– file shareing programs almost always come with adware/spyware.
if your system is bad enough is may be best to just backup your data and reinstall your os
not enough memory will also slow a cumputer I recomend 512meg min 1024 meg is better
The most liekly culprit is spyware. Try LavaSoft’s AdAware personal, Spybot Search and Destroy, and Microsoft’s antispy beta. Also make sure that AOL is not installed on the computer as it extremely slows computers down. Spybots advanced tools allows you to manage startup items better than msconfig which can also be used. Hijack This! is also good for removing unwanted memory killers, if you feel competent enough to use this very dangerous program.

also, download 2 or 3 spyware removal utilities to clean your cpu up. Memory is probably the case, right click on "my computer" and see how many MB or RAM you have. Post the size here if you want. 512 is very sufficient, anything less is probably going to stall you if you run several apps/programs
Alternatively you may purchase the Registry Machanic. It help optimeze yo computer. It will be super fast
You may not have enough memory. It also would not hurt to run Disk Degfragmentor and Disk Cleanup.
There are few techniques by which you can make your operating system works faster
1. If you’re running Windows XP, Go to Services and turn off the services that you don’t need
Click Start on Left bottom >> Go to Settings >> Go to Control Panel >> Go to Administrative Tools >> Click Services. Right Click the individual services and Stop the services, you don’t need.
2. Find a free Registry Cleaner on download.com and clear all the registry entries which are uselss
3. In Windows XP, another way is to customise the XP graphical interface by using less resources. Right click on My Computer icon >> Go to Properties >> Go to Advanced Tab >> Click Settings under Performance >> Go to Visual Effects Tab >> Click Custom >> Choose the effects you really need and unclick the options you don’t want.
4. Click Start >> Run >> write msconfig >> Hit Enter >> Click Startup Tab >> unlclick the softwares that you don’t need starting up when you reboot your machine
