   Yes, it’s called re-installing the operating system. Boot from the XP (or Vista) CD and follow the instructions. Or if you have an A brand computer it probably came with a recovery CD, use that.

   you can format your computer’s drive, but i would just use CCleaner and Disk Cleanup

   Replace the hard drive or do a system recovery. What that will do is restore it to the original factory settings.
