It’s possible that that powersupply is your problem but I cannot possibly be sure.
If doing a fresh install is impossible then you might want to try linux. Ubuntu and Linux Mint are great and userfriendly. The good thing about it is that you can try it from a Live CD and see if you like it. This is also good to check your hardware. If you run Ubuntu from the Live CD and your computer works fine then it’s probably your windows install.

Maybe you can use someone elses computer to download and burn it, if yours is too slow.
Then put it in your CD drive and boot up your computer. It will load Ubuntu. Loading from the CD will take some time though, and everything takes longer then when you’ve installed it but it still should be better then what you describe above.
If Ubuntu doesn’t boot up from the CD, go into your BIOS and set the boot order to boot from CD drive first.
Make sure that everything works before you decide to install Ubuntu on your computer.
