It looked like your antivirus software detected the malware residing on an important system file and deleted it alongwith the system file and then causing system abnormalities. About the recovery CD, I cannot say anything about it if I don’t see it for myself. However, you can try a couple of things, Restart the computer and press F8 before the OS loads, this will take you to the windows boot options, choose Safe Mode and if the OS loads, Go to Start-Programs-Accessories-System Tools-System Restore and choose a retore point that is before you scan your system, if this does not do the trick, start windows again in safe mode and click on start-Run, type sfc /scannow and press enter, the system file checker will scan your system for modified or bad OS files, but you will need the OS installation CD/DVD for this. Best way is to figure out how to use your recovery CD, do an online search for your model.

Have you tried re-setting the bios to boot from the cd first?
You can get into the bios by pressing the key shown on the black screen at boot up, usually the DELL key.

Sometimes the CDs gets corrupted. Try to copy the CD, then use the copied CD – sometimes copying the CD fixes the CD.
If you tried to run the CD after you boot up, start the computer with CD and boot from CD.
